Kadungalloor Grama Panchayat, established as part of Kerala's Panchayati Raj system, has grown into a strong model of local self-governance. It is a people-oriented administrative institution that functions on the basis of public participation and plays a significant role in the social, economic, and cultural development of the village.

By exercising the powers and responsibilities granted to Panchayats under the Kerala Panchayat Raj Act, 1994, Kadungalloor Grama Panchayat has been planning and implementing various development activities in response to the needs of local residents.

With the establishment of the Panchayat, considerable importance was given to the development of basic infrastructure, drinking water supply, sanitation activities, and progress in the healthcare and education sectors. Over time, the strengthening of Grama Sabhas, public participation, women's empowerment, and the involvement of people-oriented movements such as Kudumbashree have further contributed to the Panchayat's growth.
