Kudumbashree

State Poverty Eradication Mission — Kudumbashree is an innovative initiative established in 1998 by the Government of Kerala (Department of Local Self-Government) with the objectives of poverty eradication and women’s empowerment.

Kudumbashree activities are implemented through a community-based organisational structure formed under the leadership of Local Self-Government Institutions (Panchayats and Municipalities).

Organisational Structure

Neighbourhood Group (NHG)

Each group consists of 10–20 women members, each of whom must be at least 18 years old.

Area Development Society (ADS)

A federation of Neighbourhood Groups at the ward level.

Community Development Society (CDS)

Functions at the Panchayat/Municipality level. Its office-bearers are women elected through a democratic process. Local Self-Government representatives provide leadership as patrons and chairpersons of evaluation committees.

Major Areas of Activity and Programmes

1. Economic Development / Livelihood

  • Micro-enterprises: More than one lakh micro-enterprise groups operate in diverse sectors, including Café Kudumbashree, Janakeeya Hotels, Nutrimix, Haritha Karma Sena, construction groups and apparel groups.
  • Bank Linkage and Savings & Loans: Bank-linked loans for lakhs of Neighbourhood Groups, along with savings and lending activities through self-help groups.
  • Marketing: Products are listed on platforms such as ONDC to facilitate online marketing.
  • Agriculture / Animal Husbandry / Value Addition: Activities include group farming, Farmer Joint Liability Groups (JLGs), processing, branding and fairs.

2. Social Development

  • Asraya (Destitute-Free Kerala): Activities to identify poor and destitute families and provide rehabilitation and comprehensive support.
  • Bud's Institutions and Balasabha: Activities aimed at children's education, protection and development.
  • Disaster Relief / Rehabilitation: Activities to provide livelihood assistance and rehabilitation support to disaster-affected families.

3. Women’s Empowerment

  • Women’s empowerment initiatives through programmes such as Gender Status Self-Learning and the Snehitha Gender Help Desk.
  • Skill Development & Employment: Skill training and employment opportunities for rural youth through DDU-GKY 2.0.
  • Leadership Training: Capacity-building in democratic governance, microfinance and livelihood management at CDS, ADS and NHG levels.

4. Other Key Initiatives

  • PMAY-LIFE (Kerala): Kudumbashree functions as the nodal agency.
  • SVEP / SRLM-NRLM: Supports rural entrepreneurship and livelihood activities.
  • Market Interventions: Initiatives such as Onakkani are implemented during the Onam season to help regulate prices and ensure the distribution of essential goods.
